    What tree/plant is the bird perched in? That branch is “dramatic” with its form and features.

      Tree, but a shrubby one, as are most on the salty-sandy southern arm of West Pond path at Jamaica Bay Wildlife Refuge, but I couldn’t say what kind without another look.
